Finance & HR Manager
Kowloon Junior School is looking for an enthusiastic and dedicated Finance & HR Manager to work closely with the school’s Senior Management Team, reporting directly to the Principal, starting in April 2025.
As one of the largest primary schools under the English Schools Foundation (ESF), our main goal at KJS is to employ staff who are confident and comfortable working with all stakeholders, including children and parents, to achieve our vision of “Success for Every Child”.
Being the leader of the Finance, Procurement and HR Team, the successful candidate will also assist the Principal in maintaining oversight of support staff functions, conducting regular strategic reviews and re-designing the support staff structure to maximise work and cost efficiency.
Responsibilities
Governance & Compliance
- Develop and maintain school policies and procedures
- Ensure compliance with relevant ESF policies and Hong Kong legislation
- Provide guidance and training for staff members to better understand ESF and school policies and procedures
- Advise the Principal, the School Council, PTA and ESF on matters connected to compliance
Finance & Procurement
- Manage the school’s delegated and allocated budget, including staffing and non-staffing costs
- Create and maintain the school’s three-year budget projections
- Prepare financial statements, financial forecasts and other financial reports for the School Council and the Principal
- Liaise with the ESF-designated bank and payment processing companies, including PPS and PayPal, to ensure the school’s authorised signatories are updated and to resolve all related matters
- Monitor the overall spending of the school’s yearly budget
- Oversee the purchase of school resources and booking of student events within delegated authority and budget
- Manage procurement and staff reimbursement-related enquiries, and provide guidance to all staff
- Manage the asset register and the yearly asset count, including liaising with the Office and IT Teams
- Manage the school’s rental policies and income with ESF Explore and other external parties
- Oversee the preparation of service agreements with external providers, including the collection of required documents
- Oversee the daily operations of the Finance and Procurement Teams, including but not limited to purchase order issuance, yearly declaration and undertaking submission, accounts payable and receivable activities
Human Resources & Recruitment
- Provide HR reports and complete surveys for the Principal and EDB
- Lead the recruitment process for support staff vacancies and manage all the related matters, including advertisements, reference checks, job offers and modulation of salary scale
- Assist the school’s Senior Leadership Team in managing the recruitment process for teaching staff and assistant vacancies, including advertisements, reference checks and job offers
- Oversee the performance management and professional development of support staff
- Oversee the school’s payroll activities and submit related information to the head office
- Manage HR-related enquiries and provide guidance to all staff
- Liaise with newly appointed staff members to collect all required documents for contract preparation and background checks
- Oversee the daily operations of the HR Team, including but not limited to management of leave applications, staff identity cards production, leave reporting, employees’ compensation due to work injury, volunteer registration and background checks, etc
School Systems – HR, Finance, Procurement and Payment Systems
- Set up and streamline the workflows and procedures
- Manage the systems and review school users’ access rights regularly
- Liaise with external service providers, including PPS and PayPal
- Provide guidance and training for the Finance, Procurement and HR Teams
- Ensure data completeness and accuracy
Others
- Perform any other duties and assume accountabilities as apparent or so delegated
Requirements
Professional Competencies
- University degree, preferably in Business Management, Finance, Accounting or other relevant subjects
- Member of recognised professional accounting bodies
- 10 years of relevant experience or above, preferably in an educational setting
- Excellent hands-on experience in using Microsoft Excel
- Hands-on experience in budget management
- Hands-on experience in people management
- Hands-on experience in accounting and human resources systems
- Knowledge of relevant Hong Kong Ordinances
Soft / Transferable Competencies
- Excellent communication skills with confidence and positivity
- Excellent spoken and written English and Chinese (Cantonese)
- Good interpersonal and organisational skills

Whilst previous working experience in Year 1 to Year 6 of a primary school and/or with children who has moderate special educational needs would be an advantage, our main goal at KJS is to employ staff who are confident and comfortable working with groups of children across the primary phase and passionate about learning to achieve our vision of “Success for Every Child”.
The successful candidates will be someone who have a positive, ‘can do’ attitude with lots of energy and enthusiasm to provide quality support across the campus.
